About Keta Sea Defense Project Site

The Keta Sea Defense Project Site marks the location of the Keta Sea Defence Project (KSDP), a coastal engineering scheme carried out by the Government of Ghana to protect and stabilise the shoreline from Horvi/Hlorve to Keta in the Keta Municipality of the Volta Region. It is presented as a heritage-history attraction: a place that tells the story of a town that resisted the sea.

That story has a hard edge. Between the 1960s and 1980s, large portions of the town were ravaged by coastal erosion at Horvi, Kedzi, Vodza, Adzido and Keta. The project itself is described as arguably the second largest coastal engineering works along Africa's coast.

A World Bank case study records that, following feasibility studies from 1997, an US$85 million KSDP was undertaken between 1999 and 2004, funded by the Exim Bank of the United States, with Great Lakes Dredge and Dock Company as contractor and Baird & Associates and Conterra Limited providing design and consultancy. Works included six groynes of average length 180m into the sea, a revetment, beach fill and a flood protection beam along the coast from Keta to Kedzi; an 8.3km bituminous link road between Keta and Havedzi; a flood control structure with 20 gates of total length 80.5m; and land reclamation, with 270 hectares designated and 240 hectares reclaimed, plus nine bird islands constructed in the lagoon. The project stabilised the shoreline between Keta and Kedzi and trapped sediment to build the beach at Keta. A later phase, a 41-million Euro sea defence, began in October 2010 and was completed in October 2014.

For a visitor, the interest is largely interpretive rather than recreational. The defence works run along the coast from Keta to Hlorve/Horvi, with the Keta–Kedzi stretch and the 8.3km link road between Keta and Havedzi forming recognisable parts of the scheme. Keta Municipality covers a land area of 1,086 km2, about 30% of it water bodies including the Keta Lagoon.

Practical details are limited in the available sources. No opening hours, entry fees, guided-tour arrangements, facilities or precise coordinates are recorded here, so visitors should treat those as unknown and confirm locally before travelling.
